Shabangu said the agreement paves the way for South African mining and energy companies to invest in Cuba, which is already engaged in talks with South Africas state-owned oil company.
The accord was signed just days before U.S. president George Bushs visit to South Africa, whose government has resisted Washingtons pressures to cool its close relations with revolutionary Cuba.
