MIAMI—More than 4,000 people rallied here April 22 in front of the U.S. regional immigration offices to demand temporary protected status (TPS) for Haitian immigrants. Congress first approved TPS in 1990, which has allowed immigrants from several countries—but never Haiti— to remain in the United States as legal residents. It’s applied to those fleeing armed conflict, environmental disaster, or other conditions Washington deems to be extraordinary and temporary. —DEBORAH LIATOS Related articles: Immigrant workers revive May Day: Up to 1 million in L.A.
